Year-Round Enclosed Outdoor Dining

Greenhouses, igloos, tents and all kinds of partly open outdoor structures popped up across the country during the COVID-19 pandemic. As interest in eating outdoors during all seasons increases, the city has been asked if outdoor dining enclosures could be permitted year-round. The Birmingham City Commission asked the Planning Board to study the topic and provide a recommendation. What's your opinion about it?
